LA STORIA DI ANMIL

L’ANMIL è stata fondata a Milano nel 1933. Le leggi fasciste, restrittive della libertà di associazione, ne determinarono lo scioglimento ma, caduto il regime, l’Associazione fu prontamente rifondata a Roma nel 1943.
Il primo importante riconoscimento dell’Associazione arrivò con il Decreto Luogotenenziale n. 128 del 1945, con il quale l’ANMIL veniva riconosciuta come “ente morale”. Con l’impegno e la dedizione dei primi soci si giunse al 1° Congresso Nazionale nel 1948 e alla nomina del Presidente Bartolomeo Pastore. Lo stesso anno iniziò la pubblicazione del periodico associativo, a quel tempo chiamato “Il Mutilato del Lavoro”, che ancora oggi con il nome di “Obiettivo Tutela” informa tutti gli associati sulle attività dell’ANMIL e sugli obiettivi da raggiungere. Il 19 marzo 1951 venne celebrata la “1° Giornata Nazionale del Mutilato”, con lo scopo di ricordare all’opinione pubblica, alle Istituzioni e alle forze politiche la necessità di dedicare attenzione alla sicurezza nei luoghi di lavoro e garantire la giusta tutela alle vittime e alle loro famiglia. Dal 1998 la Giornata è stata istituzionalizzata, con Direttive del Presidente del Consiglio dei Ministri, e si celebra ogni anno in tutta Italia la seconda domenica di ottobre.
Nel marzo del 1958 arrivò il riconoscimento dell’ANMIL come ente di diritto pubblico, posto sotto la sorveglianza del Ministero del Lavoro e delle politiche sociali: da quel momento l’Associazione poteva erogare prestazioni sia previdenziali che assistenziali, che negli anni a venire avrebbero dato forte impulso alla sua crescita. Tra le attività più importanti svolte in quegli anni la possibilità di organizzare Centri di addestramento professionale, nei quali gli invalidi del lavoro venivano formati per essere reinseriti nel mondo del lavoro, grazie a mezzi e tecniche d’avanguardia per l’epoca.
Tutto cambiò nel 1977 quando le funzioni di interesse pubblico fino a quel momento svolte dall’ANMIL vennero trasferite agli enti territoriali: nel 1979 l’Associazione venne trasformata in “Ente morale di diritto privato” e dovette riorganizzarsi completamente, senza però arretrare nell’impegno in favore della categoria.
Negli anni successivi l’Associazione è stata protagonista, al fianco dei suoi associati, di iniziative molto apprezzate, che hanno contribuito a far crescere ed evolvere la coscienza sociale sul problema della tutela della salute e sicurezza nei luoghi di lavoro, anche affrontando aspetti del fenomeno fino a quel momento trascurati dalla normativa di settore. Un esempio sono le campagne per lo studio della condizione della donna vittima di infortuni e malattie professionali, da alcuni anni punto fermo dell’azione rivendicativa dell’Associazione, che organizza e promuove specifiche iniziative ogni 8 marzo. Quella data è diventata per l’ANMIL un particolare momento di riflessione sul ruolo della donna sia in ambito lavorativo che familiare, nonché occasione per rivendicare maggiore attenzione alle specifiche esigenze delle donne in tutti gli ambiti della vita.
Dal 1° maggio 1999 l’ANMIL è entrata nel Consiglio di Indirizzo e Vigilanza (CIV) dell’INAIL quale unico rappresentante degli invalidi del lavoro, e nel 2011 anche all’interno dei Comitati Consultivi Provinciali dell’Istituto.
La battaglia per la sicurezza nei luoghi di lavoro oggi non si è ancora conclusa e non lo sarà finché anche un solo lavoratore rimarrà vittima dell’insicurezza, ma molti progressi sono stati compiuti negli ultimi decenni, tanto che oggi la prevenzione e la tutela di chi lavora sono sempre più oggetto di studio, di attenzione da parte dei media, di confronto politico ed istituzionale. Di questo l’ANMIL non può che essere soddisfatta, ma consapevole allo stesso tempo che la strada da percorrere è ancora molto lunga. C’è una vasta zona d’ombra, infatti, dentro la quale continuano a prevalere disinformazione, noncuranza, violazione delle regole che il nostro ordinamento ha fissato a tutela dei lavoratori: un terreno troppo insidioso, nel quale gli incidenti sul lavoro sono ancora, purtroppo, una costante nella cronaca quotidiana. Non possiamo e non vogliamo rassegnarci a questa condizione e grazie all’impegno di tutte le nostre sedi sul territorio puntiamo ad essere il motore per un cambiamento culturale profondo, affinché la tutela di chi lavora sia sempre anteposta alle ragioni della produttività.
Se l’obiettivo di contrastare il fenomeno infortunistico resta primario e doveroso, non di meno l’Associazione si batte affinché alle vittime di incidenti sul lavoro e alle loro famiglie siano garantiti pieni diritti e la migliore tutela, per superare il dramma dell’infortunio e riprendere in mano le redini della propria vita. Abbiamo ottenuto molto in questi ultimi anni, nonostante le difficoltà dovute alla crisi economica: dall’adeguamento automatico degli indennizzi per il danno biologico, al riconoscimento della natura giuridica risarcitoria della rendita INAIL, fino agli interventi per il reinserimento lavorativo degli invalidi del lavoro, solo per citare le conquiste più recenti, segno della forza delle nostre rivendicazioni e dell’impegno con cui vengono portate avanti.
Al di là delle battaglie di diritto, che sono fondamentali, la forza dell’ANMIL risiede principalmente nella sua capacità di essere un punto di riferimento e un sostegno concreto per gli infortunati e le loro famiglie, grazie alla presenza capillare sul territorio e all’impegno delle nostre sedi nel fornire la migliore assistenza, sia materiale che morale, ai nostri associati. Per questo l’Associazione negli ultimi anni ha voluto valorizzare e sviluppare tutta una serie di attività storicamente svolte dalle Sezioni Territoriali, evolvendosi in una vera e propria rete volta a dare ai soci e a tutti i lavoratori non solo sostegno morale, ma anche veri e propri servizi alla persona attraverso, una serie di strutture. Con questa finalità sono nati l’Agenzia per il Lavoro, IRFA, il Patronato e il CAF ANMIL, la Fondazione Sosteniamoli subito e ANMIL Sport: tutti segmenti di una grande entità associativa che oggi può occuparsi della persona a 360 gradi.
Tutto questo è reso possibile grazie al costante impegno dei dirigenti ANMIL, che sul territorio curano con attenzione a passione tutte le attività associative, con l’obiettivo primario di promuovere una sempre migliore tutela delle vittime del lavoro, ma anche di rafforzare la presenza dell’Associazione e il sostegno concreto dei suoi associati.

THE HISTORY OF ANMIL

ANMIL was founded in Milan in 1933. Fascist laws, restricting freedom of association, led to its dissolution, but after the fall of the regime, the Association was promptly refounded in Rome in 1943. The first important recognition of the Association came with Lieutenant Decree No. 128 of 1945, by which ANMIL was recognized as a “moral entity”. With the commitment and dedication of the first members, the 1° National Congress was reached in 1948 and the appointment of President Bartolomeo Pastore. That same year, the association’s periodical, then called “Il Mutilato del Lavoro”, began publication. Even today, under the name “Obiettivo Tutela”, it informs all members of ANMIL’s activities and the objectives to be achieved. On March 19, 1951, the “1° National Day of the Mutilated” was celebrated, with the aim of reminding the public, institutions and political forces of the need to devote attention to safety in the workplace and ensure proper protection for victims and their families. Since 1998, the Day has been institutionalized, with Directives from the President of the Council of Ministers, and is celebrated every year throughout Italy on the second Sunday of October. In March 1958, ANMIL was recognized as a public law entity, under the supervision of the Ministry of Labor and Social Policies. From that moment on, the Association could provide both social security and welfare benefits, which would significantly boost its growth in the years to come. Among the most important activities carried out in those years was the possibility of organizing professional training centers, where work-related disabled people were trained to be reintegrated into the workforce, thanks to cutting-edge tools and techniques for the time.

Everything changed in 1977 when the public interest functions previously performed by ANMIL were transferred to local authorities: in 1979 the Association was transformed into a “private legal legal entity” and had to completely reorganize, without however retreating in its commitment to the category. In the following years, the Association has been the protagonist, alongside its members, of highly appreciated initiatives that have contributed to growing and evolving social awareness of the issue of health and safety protection in the workplace, including addressing aspects of the phenomenon that until then had been neglected by industry regulations. One example is the campaigns to study the condition of women victims of occupational accidents and diseases, which for some years has been a cornerstone of the Association’s advocacy efforts, which organizes and promotes specific initiatives every March 8th. That date became a special moment for ANMIL to reflect on the role of women in both work and family, as well as an opportunity to demand greater attention to the specific needs of women in all areas of life. On May 1°, 1999, ANMIL joined the INAIL Board of Directors and Supervisors (CIV) as the sole representative of labor invalids, and in 2011 also within the Institute’s Provincial Advisory Committees. The battle for safety in the workplace today has not yet ended and will not be so as long as even a single worker remains a victim of insecurity, but much progress has been made in recent decades, so much so that today the prevention and protection of those who work are increasingly the subject of study, media attention, political and institutional debate. ANMIL can only be satisfied with this, but aware at the same time that the road ahead is still very long. There is a vast shadow, in fact, within which misinformation, carelessness, and violations of the rules our legal system has established to protect workers continue to prevail: a terrain that is too treacherous, in which workplace accidents are still, unfortunately, a constant in daily news. We cannot and will not resign ourselves to this condition, and thanks to the commitment of all our local offices, we aim to be the driving force for profound cultural change, so that the protection of those who work is always prioritized over productivity. While the goal of combating accidents remains primary and necessary, the Association also fights to ensure that victims of workplace accidents and their families are guaranteed full rights and the best possible protection, to overcome the tragedy of the accident and regain control of their lives. We have achieved much in recent years, despite the difficulties caused by the economic crisis: from the automatic adjustment of compensation for biological damage, to the recognition of the compensatory legal nature of the INAIL annuity, to interventions to reintegrate work-related disabled people, to name just the most recent achievements, a sign of the strength of our demands and the commitment with which they are being pursued. Beyond the battles of law, which are fundamental, the strength of ANMIL lies primarily in its ability to be a point of reference and concrete support for the injured and their families, thanks to its widespread presence in the area and the commitment of our offices to providing the best assistance, both material and moral, to our members. For this reason, in recent years the Association has wanted to enhance and develop a whole series of activities historically carried out by the Territorial Sections, evolving into a real network aimed at giving members and all workers not only moral support, but also real personal services through a series of structures. With this purpose, the Employment Agency, IRFA, the ANMIL Patronage and CAF, the Sosteniamoli subito Foundation, and ANMIL Sport were born: all segments of a large association that can now fully care for individuals. All this is made possible thanks to the constant commitment of ANMIL leaders, who passionately oversee all association activities in the area. Their primary goal is to promote ever-improving protection for labor victims, but also to strengthen the Association’s presence and the concrete support of its members.
